The Federal Communications Commission (FCC) granted BellSouth's petition for unbundling relief for Fiber-to-the-Curb (FTTC) loops. Such unbundling relief had previously been granted to Fiber-to-the-Home (FTTH) loops in the Triennial Review Order (TRO).
